An AWWA steel water pipe specification is never a single standard number. C200 covers the pipe itself. Linings and coatings, field welding, flanges, fitting dimensions and installation each sit in their own documents, and M11 is the design manual that ties the engineering together. The owner or designer picks the combination, and the contract names the editions that apply.
If you are buying SSAW steel pipe for a water transmission line, start with the service conditions, design conditions and pipe dimensions. Then treat the lining, the external coating and the joint system as three separate purchase items. A quotation that says only "AWWA C200 pipe" leaves all three open, and that is usually where price gaps and site disputes begin.
The map below covers the carbon-steel water pipe documents buyers run into most often. Use it to find the right standard. It does not replace the standards themselves, and it is not a list of every waterworks document.
Figure 1. The pipe body is only one part of the specification. Every connected item needs a named requirement and someone responsible for deciding it.

Roles matter as much as documents. The designer sets the service and structural requirements. The owner approves the specification. The manufacturer proposes fabrication details that meet it, and the contractor confirms it can be built on site. Write these roles into the contract documents; a pipe supplier cannot work them out from a standard number.
Standards give the technical baseline. The project specification chooses the options and adds project-specific requirements. Approved drawings show the actual pipe, joints, fittings and interfaces, and the manufacturing and inspection procedures describe how those requirements will be met and checked.
That is the flow of information, not a ranking of contract documents. When a drawing, the specification and a referenced standard disagree, follow the precedence clause in the contract and get the answer in writing from whoever is authorized to give it. A supplier drawing marked "approved" does not excuse a mandatory requirement.
Keep the standard number, edition, project amendments and drawing revision together in one record. For what comes next, meaning submittals and inspection evidence, see our AWWA C200 submittal register and inspection records guide. That guide covers the submission gates and the evidence. This one helps you choose the documents.
C200 is the product standard for steel water pipe 6 in. (150 mm) and larger. The permitted manufacturing route and material specification come from the edition your contract adopts and from your purchase requirements. If you call up an ASTM material, give the specification and the grade. "ASTM steel" is not a material designation.
For a buyer, the useful line to draw is between the pipe product and the installed system. C200 will not choose the coating for your soil, settle every field interface or replace the designer's load calculations. It would also be wrong to say it has nothing to do with fabricated specials or pipe ends. Those still have to be coordinated with the dimensional, design and joint documents.
API 5L and C200 are not interchangeable labels. Our AWWA C200 versus API 5L water pipe comparison explains how to choose between them for the base pipe.
The quickest way to tell C205, C210 and C213 apart is by technology: cement mortar, liquid epoxy and fusion-bonded epoxy. C222 covers polyurethane. Picking a standard tells you the system family and nothing more. It does not show that every product in that family suits your water, temperature or exposure.

To match a system to your service conditions, see our guide to steel water pipe lining and coating selection.
Be careful with the word "polyolefin". It is not shorthand for every polyethylene coating. Extruded, tape and heat-shrink systems follow different specifications, and a three-layer tape system is not the same thing as extruded three-layer polyethylene.
When you check a supplier's offer, start from the coated steel pipe range to see which technologies are available, then test each one against the standard your project selected. A product name alone is not evidence of compliance.
C206 covers field welding of steel water pipe. It is not a general standard for every mechanical connection. Name the joint first, then pick the document: a welded lap joint, a butt weld, a gasketed bell-and-spigot joint and a bolted coupling each call for different fabrication and site checks. Specify the internal lining closure and the external protection together with the connection, because a finished weld or a seated gasket does not complete the corrosion protection.
For mechanical connections, check whether C219 sleeve-type couplings, C227 split-sleeve couplings, C221 expansion joints or C606 grooved and shouldered joints apply to your design. The word "groove" on its own does not identify a connection. Our guide to field joints and field joint coating goes through each joint type in detail.
C207 is the waterworks steel flange standard, and C208 covers the dimensions of fabricated steel water pipe fittings. A fitting order still needs the design basis, the fabrication requirements and an approved drawing. A standard elbow geometry does not settle branch reinforcement or every loading condition on the project.
When a C207 flange has to mate with an ASME flange, check the actual pair: diameter, bolt circle, bolt holes, facing, bore, gasket arrangement and pressure-temperature rating. A similar nominal size or class name does not guarantee a fit, but not every combination is incompatible either. The check has two parts: whether the flanges will assemble, and whether they are rated for the service.
M11 is a design and installation manual, not a coating or product standard. Designers use it while developing the project's pipe design. It is therefore reasonable for procurement to ask the supplier for calculation inputs, allowable deflection data, loading assumptions or joint details, without turning a quotation into a complete pipeline design.
C604 is the installation reference for steel water pipe. C602 covers cement-mortar lining applied to pipelines in place. It does not replace shop-applied C205 lining, and it is not the general installation standard. Say whether the lining is applied at the factory or after the line is assembled. That choice changes how the scope is split and what access the inspector has.
Give each item that can be quoted, approved or changed on its own a separate RFQ line. Avoid a blanket "all to AWWA" followed by one price.

If you are short of time, a first quotation usually needs at least the following:
• Service and design pressure, OD, wall thickness range, pipe length and quantity
• The standard and edition for the pipe, the lining and the external coating
• Water analysis for the lining, and soil or exposure conditions for the coating
• The joint type, with a joint drawing if one exists
• Testing, witness-point and documentation requirements
• Delivery terms, destination and required delivery window
Before you compare quotations, check that every bidder priced the same interfaces. A coating price that leaves out pipe ends, fitting touch-up or field materials cannot be compared with an offer for the complete protective system.

M11 is tracked separately because it is a manual. Record the edition and any corrections the designer actually used, and do not read its identifier as a C-series standard year.
"C213 flange."C213 is an FBE protective system. It says nothing about flange geometry or rating, so specify those separately.
"C200 covers the whole water pipeline."It covers the base pipe. Protection, connections and installation are chosen elsewhere.
"C208 alone fully specifies the fitting."Dimensions leave design, material, weld and inspection requirements open.
"NSF 61 is the coating specification."Health-effects approval and coating performance are two separate checks. See NSF's explanation of NSF/ANSI/CAN 61.
"C205 and C602 are the same lining work."One is shop-applied mortar. The other is lining applied to a pipeline in place.
"The latest edition automatically governs."The contract's edition control and change process govern. A new publication does not quietly amend a signed order.
EN 10224 is another technical delivery reference, covering non-alloy steel tubes and fittings for water and other aqueous liquids. It is not a one-line equivalent of the whole AWWA document set. When you move between specification families, compare materials, dimensions, tests, joints, protective systems and local approvals. The BSI EN 10224 listing shows its scope, and the national edition your project adopts remains the procurement reference.
No. The order has to name the lining or coating system and its own specification. C200 is not shorthand for a complete corrosion-protection design.
Yes. They can cover different surfaces, for example a cement-mortar lining inside and an FBE coating outside. Confirm the application sequence, handling, cutbacks and joint closure for that combination, because the two references do not make the interface acceptable on their own.
No. M11 is an engineering manual. Saying a design follows M11 does not replace product inspection records and does not show compliance with the manufacturing standard.
C207 is the carbon-steel waterworks flange reference in this map. The order still needs the selected flange requirements and the mating-interface data. Stainless-steel flanges are a separate specification question.
