Buyers need an indexed submittal package that ties approved drawings and procedures to material certificates, weld examination, hydrostatic testing, lining or coating records, repairs, pipe tally, and final release. The project specification governs which records are required and which items carry approval, review, witness, or hold points.

Manufacturing Procedure and Inspection Test Plan

The manufacturing procedure specification explains the production route; the inspection and test plan turns that route into verifiable checkpoints. Both documents should share the same pipe identification system and reference the same approved drawings, procedures, acceptance documents, and project revisions.

Assign review, witness, and hold points before purchase-order award. A third-party inspector cannot witness a completed hold point retrospectively, and a missing project approval cannot be replaced by adding the inspector's stamp to a factory report.

Hydrostatic Test Report Review

The hydrostatic test record must prove which pipe or test section was tested, under which approved procedure and calibrated instruments, at the required pressure, and for the required duration. The exact pressure, hold time, and acceptance criteria should come from the governing project specification and approved calculation — not a generic supplier webpage.

A batch summary without pipe identification may not support traceability. Where the project permits lot-based records, the report should still define the lot and show how released pipe numbers are assigned to it.

Weld NDT Submittals and Records

The NDT package should separate procedure approval from production results. The buyer must be able to see which shop welds were examined, by which method and extent, using which acceptance criteria, and how every relevant indication or repair was closed.

Do not write ‘100% NDT’ without naming the weld population, method, and coverage. One method may not apply to every weld type or project condition — shop seam welds, circumferential shop welds, fittings, attachments, and field joints can carry different requirements under the project specification.

Coating and Lining Submittal Package

AWWA's current standards list identifies C205-24 for shop-applied cement-mortar lining and coating, C210-24 for liquid-epoxy coatings and linings, and C213-22 for fusion-bonded epoxy coatings and linings. The purchase specification must identify the selected system and whether it applies internally, externally, to fittings, and to field-joint or repair areas.

Do not combine all coating evidence into a single generic certificate. Batch numbers, application dates, and pipe IDs should connect the approved material to the coated pipe, and any field-joint or repair system that differs from the shop system needs its own approved procedure and acceptance records.

Deviation, NCR, and Repair Closeout

Every deviation should identify the affected requirement, proposed alternative, technical effect, and approving authority before implementation. Every nonconformance should identify the affected pipe or lot, disposition, approved repair procedure, reinspection, and final status. A verbal agreement or an unreferenced note on the final report is not a controlled closeout.

Arrange the manufacturing record book so a reviewer can move from the purchase requirement, to the approved procedure, to the pipe-level result. A searchable index is more useful than an unstructured folder of certificates:

• Approved purchase specification, data sheets, drawings, compliance matrix, and deviation register

• Approved manufacturing procedure, ITP, WPS/PQR, NDT, hydrotest, and coating/lining procedures

• Material certificates for plate or coil, welding consumables, and coating/lining batches

• Pipe number and heat/coil traceability, weld maps, dimensions, hydrotest, NDT, and coating/lining records

• NCR, repair, reinspection, and concession closeout register

• Final pipe tally, marking inspection, packing list, handling/protection evidence, and release note

Before accepting the dossier, pull several finished pipe numbers from the packing list and trace each one backward to its material, weld, hydrotest, dimensional, and coating/lining records. Then pull several material heats and coating batches and trace them forward to the released pipe population. Both directions should work without manual guesswork.

Copy-Ready Submittal Requirement

The supplier shall submit an indexed document register identifying each required drawing, procedure, and record, its planned submission date, revision, and review status. Manufacture shall not pass a designated hold point without the required approval. Final release records shall be traceable to pipe number or approved lot and shall include material certification, manufacturing and weld traceability, NDT, hydrostatic testing, dimensional inspection, lining/coating application and inspection, repairs and reinspection, deviations/NCR closeout, tally, marking, and packing.
