Steel pipe HS code questions usually appear when a shipment is almost ready. That is exactly when mistakes become expensive. The HS code can affect customs declaration, duty treatment, trade remedy review, import permits, certificates of origin and whether the broker accepts the commercial invoice. For steel pipes, small words such as seamless, welded, stainless, hollow section, line pipe, casing or fitting can move the product into a different heading.
The most common HS headings for steel pipe products are 7304, 7305, 7306 and 7307. The first six digits are harmonized internationally, but the final 8-digit, 10-digit or longer code depends on the country. Under China's 2026 tariff and customs declaration framework, a product may be split again by material, use, manufacturing process, outside diameter and cross-section.

For product matching, buyers can separate inquiries into seamless steel pipes, welded steel pipe, stainless steel pipes, carbon steel hollow sections and pipe fittings.
Heading 7304 is generally used for seamless tubes, pipes and hollow profiles of iron or steel. Buyers normally start here for carbon seamless steel pipe, including carbon steel seamless pipe, alloy seamless pipe and seamless stainless pipe.
The difficulty is that 7304 covers many different products. A seamless carbon steel line pipe is not declared the same way as a stainless boiler tube or an OCTG casing. In China's current 10-digit declaration practice, carbon steel seamless oil and gas line pipe under 730419 is split by outside diameter. Stainless seamless oil and gas line pipe under 730411 follows a similar OD-based logic.

A commercial description like "carbon steel seamless pipe" is too loose. "API 5L Grade B seamless carbon steel line pipe, OD 168.3 mm x WT 7.11 mm, beveled ends" gives the broker a much better basis for classification.
Heading 7305 generally covers welded circular steel pipe with an external diameter over 406.4 mm. This is where many large diameter LSAW, SSAW and DSAW pipes are considered, especially for oil and gas line pipe, water transmission pipe, structural pipe and pipe pile projects.

For an ASTM A252 Grade 3 SSAW pipe pile, customs logic may differ from API 5L line pipe even when both are large and welded. The invoice should say whether the product is a pipe pile, line pipe, casing, structural pipe or water pipe. "SSAW pipe" alone is not enough.
Heading 7306 is broad. It covers many ERW pipes, galvanized pipes, smaller welded line pipes, mechanical tubes, square hollow sections and rectangular hollow sections.

For carbon steel hollow sections, avoid vague invoice wording such as "steel tube." A better description is "ASTM A500 Grade C welded rectangular hollow section, 200 x 100 x 8 mm, carbon steel, black finish."
Many buyers search for "HS code for stainless steel pipe" as if there were a single answer. There is not. Stainless seamless pipe may fall within 7304, stainless welded pipe may fall within 7306, and stainless fittings belong under 7307.

Pipe fittings should not be hidden under the pipe line on the invoice. A shipment containing ASTM A106 pipe, ASTM A234 WPB elbows and ASTM A105 flanges should list each product type separately.
